This plan is also known as a tax-sheltered annuity (TSA) plan. It is quite similar to a 401(k) plan, but is limited in its availability due to more specific rules of eligibility. Eligible employees include certain public school employees, certain ministers, and employees of certain tax-exempt organizations.
